Safe Rooms are used to conceal and protect people "Panic Rooms" and valuables "Vaults" from crime or natural disasters (severe weather ie. tornadoes).

The kind of shelter that you choose is dependent upon your site specific conditions encountered.
 
For example, in a flood plane an above ground shelter is your best option unless the below ground room is specially designed for flood areas.
 
In areas located outside of flood planes, a below ground shelter is superior to an above ground shelter because tornadoes travel along the surface of the ground! A tornado can collapse a house onto an above ground shelter or rake a foundation clean so being below ground is often the best option.

If all else fails, a hole in the ground can save your life! A storm shelter is the best option but if you don't have the money, a fox hole as it is called in the military can save your life during a tornado with flying debris. If you dig one, please be sure to place a cover over the hole for safety and check it for snakes before entering it.

Hidden Storm Shelters
Compared to loss of life, inexpensive Tornado "Storm Shelters" are available!
 
  Moreover, if you hide your storm shelter and make it accessible from your home, you can use it as protection from both Severe Weather and Crime - at the same time! (Tornado Shelter and Panic Room in one!)
 
There are both above and below ground shelters. Below ground shelters are often superior to above ground shelters because a tornado, which travels along the surface of the ground, can rake a foundation clean.  Being below ground is often the safest place to be during a Tornado unless you are located in a flood area.  There are however below ground shelters that are made for flood areas.
 
Above ground shelters can be placed in a basement and secured to the concrete with bolts or hurricane straps.  These can work well as long as they are capable of surviving the collapse of the home above.  One problem with them is that the occupants can become trapped by the falling debris.  Humans can only live about 3 days with-out water so please be sure to stock your shelters with water and a take cell phone to call for help.  Otherwise, if it takes more than 3 days for the authorities to locate you, you may die of dehydration.
 
Accessing below ground shelters located outside of the home can result in death or bodily injury from flying debris.  Even something as small and harmless as a pine needle can be come a projectile that can penetrate the body during high winds.
